City staff recommend snowmobile by-law update

Commenting that he was nine-years-old when the motorized snow vehicles By-law 79-21 was enacted, By-law Officer, Bruce Elliott, brought forward a staff report and draft update to the Bylaw and Planning committee, Wednesday.

Elliott noted that “in 1979, the town implemented a motorized snow vehicle by-law with fines ranging between $25 and $55.” He said the bylaw regulated areas of operation, parking and time limits.

The draft “motorized snow vehicle” by-law specifies:

No operation

  • in any part of the city’s central commercial area
  • on any city sidewalk, boulevard; in any City park
  • in any other area is prohibited by municipal sign
  • on highway or within any residential area between 11:00 p.m. and 6:00 a.m.

No parking

  • Where prohibited by signs
  • On any sidewalk or boulevard

The set fine for operation offences is $150. The fine for parking offences is $60.

Obstruction

The fine for hindering or obstructing any by-law officer performing a duty under the by-law is $305.

Failure to “identify themselves to the By-law enforcement Officer upon request,” constitutes obstruction, the draft informs.

Forwarded to council for final approval

Before calling the vote, committee chair, Councillor Norman Mann said, “I thank By-law and the Clerk’s department regularly for bringing forward these by-laws that have not been updated in some time.”

“Obviously very timely, I think we’re getting winter soon, we hope,” Mann said.

The committee voted to pass the draft forward to council for final approval.
