Arena: foundation outrigger approach ‘not viable'

Staff report informs: the outrigger approach ‘was not viable due to the existing soil conditions and other logistical challenges.’ Alternative method to be considered today

A special meeting of council is called for 4:30 p.m. today to consider a staff recommendation for an alternative method of “micro piles to estimated depth of 6 m with provision for extra cost as identified below for extra length to reach ledge as required.”

The estimate for the proposed sole-sourced contract, "quoted a price of $1,594,000.00 plus applicable taxes for the repair and renewal of the foundation system.”

The estimate informs, “The extra costs for the actual pile number and depth will mean an adjustment of $100,000 dollars. This is an estimate and will be refined as the process is completed.”

It also notes: “The above costs do not include engineering costs for WRD support and for WRD fees for developing the above solution which has required extensive field investigation and subcontractor interaction over the last three months.”

The outrigger approach was brought to council by Interim CAO Rob deBortoli, on August 7, as a verbal report to an addendum item at the special council meeting. It was followed by the contractor’s presentation. The verbal report and presentation are here.

Today's staff report informs, “The solution being presented to Council today is a practical option that can be implemented within the required timeframe, before snow accumulation, as outlined by TRS.”

The council meeting is expected to be livestreamed from council chambers at 4:30 p.m.
