All Nations Terrace property to be discussed tonight

The property known as 1-88 All Nations Terrace is on the council agenda for discussion today. Will the debate be in open session or behind closed doors?

Elliot Lake City Council is scheduled to discuss the property known as 1-88 All Nations Terrace at the council meeting today, Monday, Nov. 13 at 7 p.m. at City Hall.

The agenda notes the discussion ‘may’ take place behind closed doors.

About 19 months ago, on April 19, 2022, the property was sold by the City for development. It was approved by unanimous vote of the councillors in attendance. (Councillor Mann had sent a regret and was not in attendance.)

At the meeting, the staff report described the purchase of 1-88 All Nations and 80 Dieppe as, “for multi residential buildings. The builder is proposing mid to high end rental units but may change one of the buildings to condominiums should the market warrant it.”

Regarding the All Nations Terrace property, staff also informed the council that “there is a covenant registered on title, that they must complete a minimum of 40 units within the 24 months period after closing.” Staff also informed that the closing date would be thirty days from April 19, 2022.

Approximately six months after the deal was approved by the previous council, the lack of communication about progress was brought to the attention of the public at an All-Candidates Meeting, by candidate-for-council Charles Flintoff.

Addressing the public from his prepared notes, candidate Flintoff told the attendees at the C.A.U.S.E All-Candidates Night, Oct. 12, 2022, “Elliot Lake needs residential expansion. It seems like we have a lot of developer interest with little to no action being taken.”

Referring to All Nations Terrace, Flintoff continued, “six months later, there has been no communication to the public about what happened to this offer. Complete radio silence.”

Flintoff also commented about other areas in Elliot Lake proposed for development, including the east end of Esten Lake and he expressed further dissatisfaction with the previous council’s lack of communication.

“I have no idea what happened to the status of this. Now, I find myself to get excited about this stuff and hopeful for so many opportunities for them only to be dropped with zero communication about what transpired,” he said.

The open session debate about All Nations Terrace, conducted by the previous council, April 19, 2022, can be seen here.

All Nations Terrace will be discussed this evening at City Hall at 7 p.m. The public gallery is open to all residents.
