Notice of Public Meeting: Housekeeping Zoning By-Law Amendment


The Township of Severn will hold a hybrid Public Meeting on March 19, 2025, during the Planning and Development Committee meeting scheduled to begin at 9:00 a.m. in Council Chambers at Severn's Administration Office (1024 Hurlwood Lane) to consider the following Housekeeping Zoning By-law amendment under Section 34 of the Planning Act, R.S.O. 1990.

Details of application
The purpose and effect of the proposed Housekeeping Zoning By-law Amendment is to make changes, corrections, and provide further clarifications to various provisions and schedules of the Township’s Zoning By-law (No. 2010-65), as amended.

Proposed changes
The following provides a summary of the changes proposed.

Section 3: General provisions
• Updates provisions related to accessory uses, buildings, and structures
• Clarifications related to the number of accessory buildings permitted and encroachments of decks, unenclosed porches, balconies, or steps
• Updating provisions related to non-complying buildings and structures
• Clarifying provisions related to “refreshment vehicles” and to allow the use in Institutional Zones
• Provide consistency with Animal Care By-law 2023-33 by clarifying that backyard chickens are permitted in Residential and Greenland Zones
• Updating provisions related to “storage containers” for consistency with the Ontario Building Code
• Clarifying provisions to ensure the protection of rights-of-way
• Clarifying the intent as it relates to the maximum number of dwelling units per property
Section 6: Residential Zones
• Updates to site-specific requirements and permitted uses for 11 Mill Street (Coldwater Seniors Apartments)
Section 9: Miscellaneous zones
• Adding a “restaurant” as an additional permitted use for 1 Mill Street (Coldwater Mill)
• Adding site-specific provisions for 1866 Richardson Point Lane (Gloucester Pool Cottagers Association) to recognize the existing land use
Section 11: Definitions
• Updates and clarifications to various definitions including:
o Lot Line
o Exterior
o Yard
o Exterior Side
o Dock
o Deck
o Kitchen
o Mobile Home
o High Water Mark
o Storage Container
o Restaurant
Mapping corrections
• Correct mapping errors for various properties across the Township

How to participate
All are welcome to attend the Public Meeting or provide verbal or written comments. All comments, including all verbal submissions, will form part of the public record.

Options for public participation in the March 19 meeting include:
1. in-person attendance at the Township's Administration Office (1024 Hurlwood Lane, Severn)
2. submitting written comments to the Planning department by email or regular mail
3. contacting the Planning department by email or by phone at 705-325-2315 x246 to register in advance for the Zoom meeting for active verbal participation
4. watching or streaming the meeting on our Council portal or our YouTube channel

If you feel you are unable to participate by one of the above methods, please contact the Planning department to discuss additional options.

Additional information relating to the application is available for inspection on weekdays by appointment between 8:30 a.m. and 4:30 p.m. at our Administration Office (1024 Hurlwood Lane, Severn). Please contact the Planning department to schedule an appointment.
